The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute, the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. Henry Dendy , a farmer from Sussex England, purchased 5,120 acres of land in the area of a 'Special Survey 1841' that extended from Brighton bayside North Road, East Boundary Rd to South Road. This area became known as Dendy's Brighton and as part of the sale 139 emigrant workers arrived in 1842 however Dendy was unable to find work and lodgings for these people. J.B.Were, financier took over the management of the 'Special Survey 1841' area and began to sell and lease allotments. 1850 the Squatter King brothers sold land south of Dendy's 'Special Survey 1841' to Josiah Holloway who sectioned it into 2 acre lots @ £10 each for market gardens - 'Two Acre Village' and Charles Whorral opened a small hotel - 'The Cheltenham Inn' on the main Road - Arthur's Seat Rd, later Point Nepean Rd, now Nepean Highway. Notable settlers who moved into the area were Keys, Charman, Bruton, Le Page, Fairlam, Meeres and 1862 saw the separation from Brighton and the formation of the Mooorabbin Roads Board District. .By 1879 1000settlers were living in 'Cheltenham' serviced by a Post Office with Bank, Mechanics Institute, State School No 84,Keys Hotel, Meeres Store, Sir Thomas Bent ensured the new Railway Line from Caulfield to Mordialloc went through his constituency of Cheltenham 1881 and this changed the development to the bayside area of Cheltenham away from the 'Two Acre Village ' side causing some dissention, However Cheltenham as whole prospered and this house in Pine St is typical of the cottages built c 1890- 1900 in the area. This weatherboard house c 1890-1900 in Pine St Cheltenham is typical of those built for early settler families. Known as the Rosellas, the early Cheltenham Football Club sides began playing on a regular basis in 1890, and would travel long distances by steam train to play country teams, such as Ballarat where they would arrive at their destination, play the match, socialize then return to the station. Opposition players and supporters would give three hearty cheers on their departure. The Cheltenham home games were played on a paddock on the corner of Park and Charman roads in Cheltenham. In 1907 the Cheltenham progress committee made an application to the board of land works for land in Weatherall Road for recreational service to the public. That application was received and granted, then developed where Cheltenham Recreational Reserve now stands. The land in the early days was virgin bush and the response for voluntary help to clear the area was outstanding. Nearly all the market gardeners in the district along with horses, ploughs, axes, shovels completely cleared the area in three weeks. The Moorabbin council then leveled the playing area and erected a post and rail fence around the ground. Pine tree shrubs were then planted on the west side of the ground. The ground was opened in 1909 and the first Cheltenham side entered in the newly formed Federal Football Association along with seven other foundation members, Mordialloc, Mentone, Moorabbin, Frankston, Glenhuntly, Elsternwick, and Ellindale. The grand final for that year, 1909 was a hard encounter between Cheltenham and Ellindale with Cheltenham coming out victors, thus becoming the inaugural Federal Football Association premiers. Cheltenham went onto win five senior premierships in the Federal Football Association by the end of the 1920s, they won the flags in 1909, 1911, 1913, 1922 and 1925, with the late Percy Woff playing in all 5 premiership sides and was captain in 1922. 1928 saw the start of an outstanding career from our oldest living player Tom Connor. Cheltenham continued to win premierships in the 1920’s and 1930’s with juniors taking out the 1929 and 1933 flags, under the guidance of Woff, and that continued in 1934 when Cheltenham took out the 1st XVIII and 2nd XVIII premierships. Cheltenham produced its only Brownlow medallist in Peter Box who played in the late 1940s, before going to Footscray where he became a champion. The 3rd XVIII went through the season undefeated in 1974 winning the premiership, with Trevor Barker a key player before going to St Kilda the following year. The club won three senior premierships under coach Barry White in 1992, 1993 and 1995. 1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . Education was valued by the general community and as well as schools they established mechanics Institutes and Libraries in Moorabbin Shire. Cheltenham State School No. 84 was among the first schools in Melbourne. Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrolment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrollments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrollment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . (J.Larson Sandringham HS) Probably due to the Scottish heritage of many early settlers the Fife & Drum Band was established at the West Beaumaris (Cheltenham) State School . The Fife is similar to the piccolo, and usually made of wood, consisting of a tube with 6 finger holes and an embouchure hole that produces sound when blown across. The fife was used in folk music traditions to accompany dancing by all social classes. Also in the Military where drums accompanied the fife and originally these 'boy soldier ' bands were used to signal manouevres in the field for the infantry. Later Fife & Drum bands were used for marching bands in schools and community groups, 1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . In October 1872, State School 1111 Box Rise opened on the corner of Worthing Road and Dane Road. In order for this school to open, School No 442, a Wesleyan School, on the corner of Wickham Road and Chapel Lane, had to agree to close to meet pupil number requirements. Charles Sadgrove was head teacher of the new State School when it opened on October 1st 1872 and he remained until 1878. The school was renamed South Brighton in 1887 to accord with the nearby railway station which opened around that time. The main part of the present building dates from 1890. By the early 1900s the school had been extended to the north. . The school contains a plaque for Harry G Hawker, one of the pioneers of aviation, who attended the school in the closing years of the nineteenth century. The school was renamed Moorabbin in 1909.During the 1940s and 1950s population in the area surged and school enrolments peaked to over 800 under head teacher CS Lansell. Enrollments decreased to 470 in 1969. By the 1990s however, enrollments began to increase again. Photograph - Black & White Postcard, Cheltenham Church of Christ 40th Anniversary Invitation, c1900
On his arrival from Scotland c 1857, James Keir commenced a communion service in his home on the Nepean Road. By 1859 the group-which included such other names as Allen, Brough, Cameron, Fairlam, Holdsworth, Le Page, Meeres, Monk, Organ, Penny, Perry, Potts, Sears and King-had built a small chapel near the corner of Wickham and Chesterville Roads. During 1858, a group had also begun meeting in the Charman family home on the corner of Charman and Balcombe Roads. Names associated with this group included Bodley, Charman, Fisher, Hayes, Hilliar, Judd, Moysey and Ruse. In 1860 they built a chapel on the corner of Charman Road and Patty Street. It was enlarged in 1866 and it became the meeting place of the two groups when they came together around 1870. They were able to buy land near the corner of Chesterville and Nepean Roads, and erected a new brick chapel on the site in 1878. This chapel, of course, continues to be an integral part of the life of the Southern Community Church and was one of the three worship venues for the 150th Anniversary celebration in 2007. The Southern Community Church was formed by the amalgamation of the Cheltenham, East Bentleigh and Hampton Street Churches of Christ in 1993, and a comprehensive new facility was designed and built to accommodate the ever-increasing activity of the amalgamated church. It was opened on 30th November 1997. As time progressed the Hospital became too small, and was unable to meet new medical standards When Moorabbin Community Hospital opened c1974 in Centre Road East Bentleigh, the Ann St Hospital closed.
